Hmm. Her skintone seems to vary depending on what version you’re reading - but in the manga, it seems to be consistently darker. Word of God (apparently) says that she’s half-Romani - a half-Romani, half-Japanese person would probably have a medium tannish skin shade. But I think art depicting her with darker skin would be cool! So, go for it, and see which looks better to you in the end.
(On that note, I think I’ll end the Setsuna spam here. Pluto Power!)
