Pluto. Out of all the Outers, I feel like she got the raw deal. She gets as little screen time as Hotaru, but Hotaru is a cutesy gothic moe woobie and Setsuna is OMG ~SO OLD~, so the fandom kind of embraced Saturn and left Pluto in the dust.
